    Abstract

    The construction and operation of waste incinerators have gradually shown that they are a plausible solution for waste management. However, social barriers, such as community acceptance, are slowly becoming a hurdle for waste incinerator projects, and overlooking them will eventually lead to delays, suspensions, cancellations, and eventual stoppage of operations. A similar scenario was found in Malaysia, for instance, the Broga and Kepong project, which was delayed, suspended, and reviewed due to failure to address the community acceptance issue. Therefore, the general objective of this study is to develop a model to facilitate the implementation of the siting of waste incinerators within their neighbourhood vicinities in Malaysia. Data collection will be conducted by using survey instruments in the area of Kepong and Pangkor Island, with around 300 valid residents, with the simple random sampling technique to recruit respondents among residents from that area. The regression modelling analysis will be performed via SPSS software version 21, which includes multiple regression, factor analysis and MANOVA. Based on the findings, the independent variable of risk perception and the mediating variable of attitude had valid and effective strategies that can be proposed in addressing residents’ concerns and simultaneously increasing the acceptance of siting the waste incinerator. Therefore, it could improvise how to assist politicians or constructors understand the community's behaviour and attitude towards the siting of the waste incinerators. Essentially, this study will facilitate Malaysia in achieving the United Nations’ Sustainable Development Goals (SDG) via waste incinerator implementation as a sustainable waste management practice in addressing the climate change issue (SDG 13) and adverse environmental issues (SDG 11), and to increase the share of renewable energy generated using solid waste (SDG 7).
